As a Brown Dog Administrator I want to be able to create/update/delete cluster configs so I can manage all of my Brown Dog instances.

Success Criteria

1. About to visit the ClusterConfig page from the Admin Menu
2. Add a new cluster config
3. Enter:
   1. Name
   2. BD-Swarm URL
   3. BD-Swarm username and password
   4. Able to add a new RabbitMQ Config
      1. Set URL
      2. Set Tool Type
      3. Set the name of the Secret
   5. Save config
   6. View config in the list
   7. Edit the config
   8. Add new RabbitMQ config
   9. Delete RabbitMQ Config
   10. Delete ClusterConfig
