The purpose of this ticket is to make available any artifacts which are required by the ir-tools project, but are not yet available through other (stable) public repositories.

After pruning out all of the unnecessary dependencies (see NDS-869), we should be able to publish the remaining required JARs to OSSRH and/or Maven Central.

This ticket is complete when the ir-tools project can be compiled successfully via mvn clean package.
