Description

Implement a local cluster docker-hub cache to improve performance and startup times by cluster - pulling once from docker-hub and subsequent pulls from the local cache.

Create the k8s yaml to deploy the caching hub.
Create the CoreOS docker configuration to use the cache.
Add the deployment and configuration to ansible cluster-bootup system for the caching server and for the CoreOS systems to utilize the cache
